Submission on Resource Management (Freshwater and Other Matters) Amendment Bill

Federated Farmers of New Zealand welcomes the opportunity to submit to the Primary Production Committee on the Resource Management (Freshwater and Other Matters) Amendment Bill.

The Bill is one part of the targeted legislative changes the Government wishes to make to the Resource Management Act 1991 (RMA) in 2024.

The Bill proposes to remove Te Mana o te Wai ‘hierarchy of obligations’ from resource consent processes, removes the low slope map from the Stock Exclusion Regulations, removes the requirement to get a consent for winter grazing, pushes out the timeframes for councils to identify and map SNAs, and speeds up processes for the development of national direction.

Overall, Federated Farmers supports the proposed amendments, as they will help to speed up consenting and are a step in the right direction to removing cost and delay for farming businesses.
