He mata whāriki, he matawhānui: Draft Report

Federated Farmers of New Zealand appreciates the opportunity to share our thoughts on the draft report.

Federated Farmers represents farming communities on a wide range of social and economic issues and experience considerable interaction with local authorities.

Our leaders and members regularly engage with councils in their localities on regional and district planning, relevant bylaws, and other regulation. We are the only rural lobby group to consistently participate in consultation on financial planning and rating across New Zealand.

As such we are very familiar with local consultation processes, regularly engaging with councils and councillors, producing guidelines for our members, and encouraging them to participate.

Federated Farmers has also been involved in each national review of local government, its structure and funding, since at least 1998.

This submission first offers an overview of our disposition toward the major concepts and assumptions in the draft report, based on the Executive Summary. This is followed by commentary on the substantive report.

Federated Farmers would welcome any opportunity to engage with the panel on rural issues. We have comprehensive knowledge of local consultation and engagement in a rural setting.
